A few days ago, the national development and Reform Commission, the Ministry of Commerce, the Ministry of industry and information technology, the Ministry of natural resources, the Ministry of ecological environment and the Ministry of transport jointly issued the policy measures on promoting the expansion of foreign investment, stabilizing the stock and improving the quality with the focus on manufacturing industry

We should further strengthen the efforts to attract foreign investment in the manufacturing industry, strive to solve the outstanding problems faced by foreign-invested enterprises, comprehensively strengthen the promotion and service of foreign investment, and promote the high-quality development of utilizing foreign capital.

The purpose is very clear, that is to make better use of foreign capital to promote the high-quality development of China's manufacturing industry. Specifically, we should further expand the inflow of foreign investment, stabilize the scale of foreign investment, improve the quality of foreign investment utilization, and make the manufacturing industry more integrated into the global industrial chain supply chain.

To achieve this goal, the document proposes three measures: first, optimize the investment environment and expand the inflow of foreign investment; Second, strengthen investment services and support the development of foreign-invested enterprises; Third, guide the direction of investment and improve the quality of foreign investment.

In terms of energy conservation and environmental protection, foreign investors are encouraged to invest in new energy, green and low-carbon key technology innovation and demonstration application. In terms of regional layout, policy support will be given to the central and western regions and Northeast China in the fields of basic manufacturing, applicable technology, and people's livelihood consumption.

The document also proposes to encourage foreign investment to give full play to the advantages of capital and technology, deeply participate in intelligent manufacturing, and build intelligent manufacturing demonstration factories. We should guide foreign investment to actively participate in the construction of national new industrial demonstration base and advanced manufacturing cluster. We will actively introduce international innovation resources, improve the level of major science and technology infrastructure opening up and cooperation, support foreign-invested enterprises to undertake national science and technology projects, and introduce international first-class talent teams.

After the 20th National Congress of the Communist Party of China, the state ministries and commissions jointly issued documents to help the development of the manufacturing industry, fully demonstrating the status of the manufacturing industry.

The report of the 20th National Congress of the Communist Party of China clearly pointed out: "to build a modern industrial system, adhere to the focus of economic development on the real economy, promote new industrialization, and accelerate the construction of manufacturing power, quality power, aerospace power, transportation power, network power and digital China."

China's manufacturing industry has absolute advantages in supporting the medium and low-end industries. The data of European enterprises' increasing investment in China also shows that European enterprises are firmly optimistic about China's future. At the same time, he pointed out that China's industrial chain resilience and security are also facing some problems and challenges, and more attention should be paid to ensuring the smooth supply chain under the premise of good epidemic prevention and control.
