Standardized Implementation Of New And Old Textiles In Transition Period

The GB18401-2010 basic safety technical specification for national textile products originally scheduled for implementation in August this year will be postponed to August 1, 2012. What are the major changes in the 2010 Edition compared with GB18401-2003's basic safety technical specification for national textile products? How to change the old and new edition standards? What issues should the enterprises pay attention to in implementing the standard? With these questions, the newspaper interviewed Sun Ximin, deputy director of the Standards Department of the Ministry of science and technology development of China Textile Industry Association.

Sun Ximin: the mandatory national standard GB18401-2010 "national textile product basic safety technical specification" was released in January 14, 2011. Many enterprises are very concerned about it, and have come to inquire. In order to facilitate the enterprises and the parties concerned to correctly grasp the new standards and ensure the smooth transition of the old and new standard, the National Standard Committee has made a reply to the letter on postponing the implementation of GB18401-2010 < basic technical specification for national textile products > national standard. The mandatory national standard will be extended until August 1, 2012. It is clear that since August 1, 2012, the textile products which do not conform to GB18401-2010's basic safety technical specification for National Textiles shall be prohibited from production, sale and importation. However, it is not clear which criteria should be implemented between August 1, 2011 and July 31, 2012. In response to this, the National Standard Committee formally wrote to the China Textile Industry Association in July 29th and made clear that "GB18401-2010" national standard for basic safety technical specifications for textile products of the state "has been postponed to August 1, 2012. Before August 1, 2012, GB18401-2003" national textile product basic safety technical specification "and GB18401-2010" national textile product basic safety technical specification "can be implemented.

Sun Ximin: changes are mainly reflected in the following aspects:


The scope of application of the standard: the scope of application of the 2010 edition of the standard adds "household", delete "use", "other than the agreement between the two sides of supply and demand", applies to the production, sale, consumption and household textile products which are produced and sold in our country, and is more comprehensive and accurate. Appendix A lists 13 categories of textile products that do not belong to the new standard category (3 new items, such as A.11 disposable sanitary products, A.12 bags, back bags, shoes, umbrellas, A.13 carpets, etc.).


Textile products for infants and young children: first, the age of application of infants and young children is modified from 24 months to 36 months, and 3.3 infant textile products are defined as "textile products worn or used by infants aged 36 months or less." The two is to adjust the applicable height of infants from 80cm to 100cm, that is, in the 5.3 article, "note: products that are generally suitable for infants under 100cm and below can be used as textile products for infants and young children". But it should be noted that the precondition for judging infant products is the object of the product, not the height range. The height range is only an auxiliary definition condition. Three, the safety requirements of infant textile products are category a requirements, and all the safety and technical indicators are strictly B and C.


Product classification: to avoid confusion between product classification and product safety technical requirements, two concepts will be classified, and the 2010 edition will be standardized. Original standard The product classification is modified by A, B and C codes and text descriptions to be categorized directly by word description, that is, infant textile products, textile products directly contacting the skin, and textile products that do not directly contact the skin. The basic safety and technical requirements are still classified as group A, B and C.


The pH value of class B: taking into account the requirements of water quality and resource conservation in China, the 2010 edition standard revised the pH value of B from 4.0~7.5 to 4.0~8.5.
